Vision: Juno Ann Apalla is bridging the gap between inequities happening within the County of Kaua’i. Juno Ann Apalla envisions a community of leaders from all generations and ethnic background, inspired to work together, create solutions, engage a diversified range of perspectives for the greater good of the entire community.

Mission: To uphold integrity throughout the process of creating a future for Kaua’i, and to invite others to lead with integrity.

Focus: 
Fiscal Responsibility - wise use of funds without over spending, paying debt sooner, reducing surplus cost, keeping the lights on and food on the table.

Emerging Needs of the Community - help for kupuna, support to young families, shot-term and long-term plans to connect the community, safe streets, walkable and bikable towns, town cores/centers, and et al. 

Economic Stability - encouraging young farmers, incremental development and attracting larger industries, especially health care and creative arts.

Apalla is a Filipino-American who is a graduate of Kaua`i High School and Pacific University. She was a recipient of the Saltchuck Companies/Young Brothers merit-based scholarship while attending UH Manoa Shidler College of Business. Apalla holds an Executive MBA in Health Care Management and is a current Director at BAYADA Home Care. She is a graduate of Leadership Kaua`i 2016 and is currently active in the Leadership Kaua`i Alumni Network. She is the second child of Dr. Antolin G. Apalla, Jr. and Mrs. Nancy Apalla, and a sister to Nannie Ann Apalla and Anthony Jude Apalla. Juno volunteers her time to many organizations, most notable are: Treasurer and board of director for the Kaua`i Filipino Chamber of Commerce, charter member of the new Kauai Lions Club, and member or volunteer for organizations like the Zonta Club of Kaua`i, Alzheimer's Association Walk Committee, the Kauai High Utilizer Group, Lihue Business Association, Kaua`i Chamber of Commerce Young Professional, Surfrider's Foundation, Hawaii Children’s Theater, Kaua`i Performing Arts Center, Rotary Clubs, March of Dimes, Kauai Filipino Women's Club, Kauai Filipino Community Council, and the Statewide organization dedicated to empowering mothers, the Hawaii Maternal and Infant Health Collaborative.

LIHUE – APALLA, Juno Ann A. ran for a seat in the Kaua`i County Council in 2016 and announced her candidacy to run again this year to bridge gaps between inequities in leadership.
 
“I believe that there are opportunities to change the status quo by paying attention to three things: 1) our fiscal responsibility, 2) the emerging needs of our community, and 3) how we encourage economic stability.
 
Firstly, our fiscal responsibility is how we use County Funds wisely without overspending. It is paying municipal debts sooner, reducing surplus costs, and basically making decisions that help the ohana keep the light on and bring food to the table.
 
Secondly, I support initiatives to enhance infrastructure, increase housing stock, and connect towns via walkable, bikeable, and safe streets. Our birth rate outpaces the death rate. We need to meet the emerging needs of our community as Kauai’s population growth comes from within and so does our need to support the full spectrum of individuals between keiki and kupuna. Both need access to care and resources.
 
Furthermore, I’m both concerned and optimistic about the economic stability of our community. As an employer, I see the disparity in the distribution of access and opportunities amongst our people, with an unemployment rate to beat the records. Yet, we face the underlying overemployment issue that haunt us all, two to three jobs to attend and a small pool of workforce from which to draw. I find hope amidst this challenge because of the county’s efforts to develop small businesses on the island and the county’s support for the creative technology industry. I am encouraged by the development of mixed-use spaces or makers-spaces. I am inspired by affordable tiny homes for more compact living. I am excited for the emerging industries through the use of creative technology. I dream of encouraging young farmers to take on the challenge of running a small farm.
 
In 2016, I was the top vote getter out of all of the new candidates, with 7,899 votes in the general elections. Our goal this year is 15,000 votes. Good luck to all 2018 election candidates and thank you each and every one for stepping up and being part of the political discourse. It is my honor and privilege to once again seek a seat in the Kaua`i County Council and serve you the people of Kaua`i and Ni`ihau.
 
I sincerely believe that by modeling the way for my generation, I can inspire others to step up and show up to the table where important decisions about our future on Kaua`i are made. What inspired me to run for office again is a shared vision of bridging gaps between inequities in leadership on the Kaua`i County Council. I sincerely believe we can make a difference today if we work smarter and more efficiently together.”
